Louis F. LiBrandi* is a Director-Compensation and Benefits Advisory Services in the law firm of McDermott Will & Emery LLP based in the Firm's New York office.  He is a member of the Employee Benefits Department.

Prior to joining the Firm, Louis was a senior manager with a Big Four accounting firm in its Compensation & Benefits (CAB) Practice for over eleven years.   He has communicated extensively with the IRS and DOL on behalf of plan administrators to resolve issues which arise and responds to inquires such agencies may have regarding plan operations and compliance, including representing plans for regulatory examinations.  He has been involved with negotiating sanction payments with the IRS and preparing VCP program applications on behalf of clients.  He has performed employee benefit plan diagnostic reviews, and assisted clients by preparing procedure manuals and guides in the administration of their employee benefit plans.  He has identified strategic planning strategies which reduced plan administrators compliance costs and enhanced their cash flow.   He is knowledgeable with the compliance and operational requirements of qualified retirement, 403(b), and welfare and fringe benefit plans, as well as nonqualified and 457 deferred compensation arrangements.  In addition, he is directly involved and  responsible for the timely preparation and delivery of several clients Form 5500 and 5330s.

Louis was a revenue agent with the Internal Revenue Service for approximately ten years in the Employee Plans Division.  During his career at the Service, Louis was a member of the Technical Review Staff for five years.  Further, he was utilized as an instructor, frequently representing the IRS at speaking engagements and evaluating returns for audit potential.  His IRS examination experiences include individual plan audits,  coordinated examinations with the Department of Labor (DOL) and the IRS’s Large Case Examination Programs (CEP).  He has previously instructed pension administration classes at Hofstra University and the College of Insurance, and has participated in presentations regarding the new 403(b) regulations.

Louis attained the following designations: Enrolled Agent (EA), fellowship status of the Certified Employee Benefit Specialist (CEBS) and Qualified Plan Administrator (QPA).  He has completed ASPA’s Health and Welfare Fundamentals Program and has attained the American College’s Chartered Financial Consultant (ChFc) designation.  He is also on the Board or Directors of the NY Metro Chapter of CEBS, and a reviewer for the American Institute of Certified Public Accountants (AICPA) Tax Task Force regarding the Form 5500.
