Joint Committee International Tax Attorney Joins McDermott
WASHINGTON, D.C. (March 29, 2006) — McDermott Will & Emery is pleased to announce that David Noren has joined the Firm's Tax Department as a partner in the Washington, D.C. office. Since 2001, Mr. Noren has served as legislation counsel to the Joint Committee on Taxation in the U.S. Congress.
"David, who has a stellar record as the senior international tax advisor to the Joint Committee, will be an excellent addition to our international tax practice," commented Stephen Wells, head of the Washington, D.C. office tax practice. As counsel to the Joint Committee, Mr. Noren advised the House Ways & Means Committee, the Senate Finance Committee, and other members of Congress on proposed international tax legislation. He played a major role in the development of several recent international tax bills, including those culminating in the American Jobs Creation Act of 2004, the most significant international tax legislation since 1986. He also advised the Senate Foreign Relations Committee on the review and ratification of several tax treaties and protocols, carried out the international tax aspects of special investigations and studies requested by members of Congress, and assisted in the Joint Committee staff's review of large tax refunds in the international area. Prior to working in Congress, Mr. Noren taught in the tax program at the New York University School of Law and practiced tax law in the Chicago office of a prominent law firm.
Mr. Noren earned his J.D. magna cum laude from Harvard Law School, where he was an editor of the Harvard Law Review. He earned his A.B. with distinction from Stanford University. He is admitted to practice in Illinois and before the U.S. Tax Court and the U.S. District Court for the Northern District of Illinois. While Mr. Noren's application for admission to the D.C. Bar is pending, he will practice under the supervision of McDermott partners who are D.C. Bar members.
