Former Department of Justice Attorneys Join Life Sciences Practice
WASHINGTON, D.C. (December 6, 2006) — The Washington, D.C. office of McDermott Will & Emery is pleased to announce the addition of two health law partners, T. Reed Stephens and Elizabeth Hack. Mr. Stephens and Ms. Hack were both former attorneys at the U.S. Department of Justice (DOJ) prior to entering private practice in 2003.

Mr. Stephens focuses on litigation, regulatory compliance and transactional work for pharmaceutical companies, including large drug manufacturers, wholesalers and health care systems. He handles the defense of litigation brought by the DOJ, State Attorneys General and class action plaintiffs. He has been involved in customer and vendor contracting; government price reporting; off-label drug marketing; food and drug regulations; U.S. customs requirements; information security; and the Anti-Kickback statute. Mr. Stephens also advises on risk assessment and valuation of liabilities as part of the mergers and acquisitions process.
At the DOJ, Mr. Stephens was lead or co-lead counsel in nearly 60 investigations, the majority involving allegations of health care fraud perpetrated against various government agencies. He was lead/co-lead counsel in more than a dozen fraud matters that resulted in multi-million dollar recoveries to the United States.
Mr. Stephens earned his J.D. in 1991 from Stanford Law School and his B.A. in history from Princeton University in 1988. Following law school, he clerked for the Honorable Clifford Scott Green of the U.S. District Court for the Eastern District of Pennsylvania. He is admitted to practice in Washington, D.C. and Pennsylvania. Mr. Stephens is a member of the American Bar Association, Health Law Section; D.C. Bar Association; American Inns of Court, Edward Bennett Williams Chapter, Washington, D.C.; and the American Health Lawyers Association.
Ms. Hack focuses on complex civil litigation involving heath care fraud and abuse and civil rights discrimination. She represents pharmaceutical manufacturers, wholesalers, and health care systems in federal and state court litigation, government investigations and compliance matters. She also represents companies on employment and civil rights issues. In addition, Ms. Hack regularly conducts internal investigations, responds to government inquiries, and provides advice on issues such as government drug price reporting, off-label marketing, FDA drug importation, U.S. customs, Anti-Kickback and fraud and abuse.
Ms. Hack has 12 years cumulative experience with the DOJ in the Employment Litigation Section of the Civil Rights Division and the Civil Frauds Section of the Civil Division. While there she was lead or co-lead counsel in numerous complex investigations and litigation matters involving Medicare and Medicaid fraud allegations. From 1996 to 1997, Ms. Hack was the first Deputy General Counsel at the Legislative Office of Compliance, overseeing all aspects of the public accommodations provisions of the Americans With Disabilities Act (ADA).
Ms. Hack earned her J.D. in 1988 from the George Washington University Law Center and her B.A. in 1985 from SUNY Stony Brook. She is admitted to practice in Washington, D.C. and New York. She is on the board of directors for the Educated Consumer Project, and is a member of the American Health Lawyers Association and the D.C. Women's Bar Association.
