Overview
Raymond Paretzky counsels clients on import relief measures, customs compliance, export controls and trade sanctions and CFIUS.
Raymond has extensive experience handling complex international trade matters for US and non-US clients. He regularly assists US importers with classification, valuation and other customs matters, including preparation of prior disclosures and protests, and he advises and obtains rulings and licenses for US exporters in connection with export controls imposed by the US State Department (which administers the International Traffic in Arms Regulations (ITAR)), the US Bureau of Industry and Security (BIS) (which administers the Export Administration Regulations (EAR)) and the US Department of Treasury’s Office of Foreign Assets Control (OFAC).
He has particular experience in all aspects of US antidumping proceedings involving alleged selling of products bellow fair value in the United States, representing both US petitioners and foreign respondents, and has defended US companies accused of dumping in foreign countries. A few examples of prominent cases in which Raymond has actively represented clients include Ripe Olives from Spain, DRAMs from Korea, Steel Nails from China and MSG from Indonesia.
Raymond’s practice also includes representing buyers and sellers in connection with trade aspects of transactions, including due diligence for export/import compliance and filings with the Committee on Foreign Investment in the United States (CFIUS). He has represented clients before several US government agencies, including the US Department of Commerce, US International Trade Commission and US Customs and Border Protection and federal courts, including the US Court of International Trade and the US Court of Appeals for the Federal Circuit.
Raymond is the author or co-author of articles on the North American Free Trade Act (NAFTA) and other foreign policy issues. Previously, Raymond served for one year as law clerk to the Hon. Douglas P. Woodlock (D. Mass.) and was the articles editor of the Yale Journal of International Law. Prior to law school, Raymond studied English Language and Literature at Oxford University on a Rhodes Scholarship.

- Advised clients in connection with trade remedy cases for numerous products; representative cases have concerned olives, MSG, steel nails, copper pipe, lock washers, dried distillers grains, diamond sawblades, vinyl acetate monomer and frontseating service valves
- Handled trade due diligence, CFIUS filings and ITAR notifications for various transactions involving European and other foreign acquirers of US companies involved in activities implicating US national security considerations
- Represented a global manufacturer of industrial components and equipment in connection with US antidumping and customs matters before the US Department of Commerce and US Customs and Border Protection (CBP), involving various steel and fastener products
- Handled export controls, trade sanctions and customs compliance due diligence and risk control for sellers or acquirers in connection with various mergers and acquisitions
- Assisted US medical device manufacturers in connection with licensing of sales to Iran, Cuba and other countries subject to US trade sanctions
- Represented two major agribusiness clients in customs audits being conducted by CBP concerning transfer pricing, trade preferences and classification issues
