International law firm McDermott Will & Emery is pleased to announce that Mary Schnoor has joined as a partner in its Litigation Practice Group in Washington, DC. Mary brings substantial experience in government and regulatory litigation and appellate matters as a former Biden Administration official and Supreme Court law clerk. She joins from Covington & Burling.
“Mary’s deep understanding of administrative law and her extensive appellate experience will be invaluable to our clients facing complex litigation challenges,” said Steven Scholes, global head of McDermott’s Litigation Practice Group. “Her background in both government and private practice will greatly support our clients’ high-stakes appellate needs.”
Mary represents clients across various industries in developing and executing challenges to agency actions under the Administrative Procedure Act (APA) and other laws governing judicial review of government action. Her practice also includes advising and crafting arguments on statutory interpretation and constitutional issues. Mary previously served as deputy general counsel at the US Department of Homeland Security (DHS), where she oversaw the rulemaking process for all significant DHS rules, led the completion of high-profile regulatory actions, and advised on the diverse statutory and regulatory schemes administered by DHS and its agencies.
At the start of her legal career, Mary served as a law clerk to the late Justice Ruth Bader Ginsburg and to the Honorable Richard Posner of the US Court of Appeals for the Seventh Circuit.
