Overview
Ena Cefo is a seasoned international disputes practitioner. She has extensive experience representing private corporations and foreign sovereigns in high-stakes international arbitrations, commercial litigations and investigations.
Ena has acted as counsel in arbitration claims totaling billions of dollars in various arbitral fora, including under the rules of the International Chamber of Commerce (ICC), the International Centre for Settlement of Investment Disputes (ICSID) and the United Nations Commission on International Trade Law. She has also represented clients before US district and appellate courts, including in relation to arbitral enforcement actions and issues arising under the US Foreign Sovereign Immunities Act. Her experience spans the pharmaceutical, technology, construction, oil and gas, nuclear power, consumer products, and retail industries, among others.
In addition, Ena has conducted frequent global investigations for multinational companies regarding the Foreign Corrupt Practices Act, anti-competitive laws and regulations, and other national law obligations.
While in law school, Ena was a Global Law Scholar and a member of the Georgetown Journal of International Law. She also advised clients through the Harrison Institute for Public Policy, including with regard to a draft foreign investment law and the implementation of a proposed multinational trade agreement.

- Represented an Italian construction company in an ICSID arbitration against the Republic of Panama for claims arising under the Italy-Panama Bilateral Investment Treaty relating to the expansion of the Panama Canal*
- Represented TECO Guatemala Holdings, LLC, before US federal and appellate courts in litigations relating to the enforcement of ICSID arbitral awards*
- Represented a global nuclear fuel supplier before US federal and appellate courts in litigations relating to the Foreign Sovereign Immunities Act*
- Represented a foreign sovereign before US federal and appellate courts in a dispute concerning the enforcement of multibillion-dollar arbitral awards*
- Conducted numerous internal investigations and advised a major multinational technology corporation on potential global compliance risks*
