Overview


Holger Mlynek advises clients on all stages of complex projects and transactions with a focus on transport, infrastructure and energy sectors.

With around 15 years of advisory experience in transport and infrastructure sectors, Holger has a particular focus on advising lenders on rolling stock fleet financing projects and on public-private partnership (“PPP”) projects in the trunk road sector. In particular, he has advised banks and institutional investors on public transport services contracts, project and rolling stock agreements as well as financing support models of competent public transport authorities (PTAs) for many railway networks in the German regional public passenger rail transport (Schienenpersonennahverkehr – “SPNV”) sector. In addition, he has extensive experience in advising transport operating companies in connection with public SPNV transport services contracts.

  • Aream Group on the formation of a joint venture with Eiffel Investment Group represented by the Eiffel Transition Infrastructure Fund
  • Lenders to VINCI Concessions on the project and interface aspects of the green loan financing of the construction and operation of 106 publicly accessible HPC fast charging stations with a total of 828 charging points off the federal motorways in urban, suburban and rural areas around the German regions of Berlin, Hamburg and Leipzig (three lots of the Deutschlandnetz – Regionallose tender)*
  • European Investment Bank (“EIB”) on the project and interface aspects (including financing support measures of the PTAs (“PTA financing support”)) of the complex financing structure for the conversion of 7 six-part electric multiple units (“EMUs”) into 14 four-part multiple units for the SPNV railway network Elbe-Spree*
