Stephen L. Page provides strategic advice to clients across the healthcare industry, including hospital systems, digital health companies, rehabilitation companies, physician and dental practice management companies, and healthcare investors. He offers nuanced, practical counsel on complex regulatory and compliance issues related to fraud and abuse compliance, self-referral laws, licensure, corporate practice of medicine, and patient privacy.

Stephen has worked extensively with investor-owned physician practice and dental practice management companies on acquisitions of company platforms and add-on single entity practices, day-to-day operational matters, and regulatory compliance matters. He has also served as outside general counsel for investor-owned practices.

With more than 30 years of experience in health law – including as in-house counsel at two investor-owned health systems – Stephen understands both the day-to-day hospital operational issues and the unique and wide-ranging regulatory challenges facing providers and investors in today’s healthcare industry. He uses that insight to deliver practical solutions to clients.

Additionally, Stephen has extensive data privacy and security experience, including advising on HIPAA and state health privacy law compliance, breach, and security matters; conducting federal and state privacy investigations; creating and negotiating HIPAA agreements; creating and negotiating data ownership, data mining, and deidentification processes, rights and procedures; and negotiating both buy- and sell-side representations and warranties related to privacy, data security, and due diligence.

• Represented Phycor, one of the earliest physician practice management companies, in several of its acquisitions, divestitures, and day-to-day healthcare regulatory matters. Phycor managed 40 medical groups with more than 2,500 doctors in 21 states.*
• Represented a physician practice management company specializing in orthopedic medicine in acquiring 20 practices across New York, Colorado, Texas, Florida, and Maryland.*
• Represented a physician practice management company specializing in oncology that operated in 10 states.*
• Represented a managed services organization specializing in women’s health in the acquisition of 15 practices in New Jersey, New York, Pennsylvania, Indiana, and Ohio; continue to serve as outside compliance counsel.*
• Represented a private equity firm in forming a managed services organization and acquiring dermatology practices in Kansas and New Jersey.*
• Represented a private equity firm in its investment in a managed services organization with counseling practices in 27 states; later served as outside regulatory counsel for the MSO portfolio company.*
